To run a sales tax report in Shopify, open Analytics → Reports and search for the taxes report, set the date range and export it. For tax by state and month in a form your accountant can check line by line, use the orders export instead.

The built-in report
In Shopify admin open Analytics → Reports and search for tax; the taxes report lists tax collected by jurisdiction for the period you choose (on some plans it sits under Finances). Set the dates to your filing period and Export as CSV.
Tax by state and month from the orders export
Orders → Export → CSV for the filing period. Taxes holds the total tax per order and Tax 1 Name / Tax 1 Value (and Tax 2, Tax 3…) split it by jurisdiction. In Excel, a PivotTable with Shipping Province in Rows, Created at grouped by month in Columns, and the sum of Taxes in Values gives tax collected by state and month.
Refunds and cancelled orders
Refunded orders stay in the export. Tax you refunded should come off the total for the period of the refund, so keep Financial Status in view and treat refunded and partially_refunded orders separately rather than deleting them.

What usually goes wrong with it
Tax split across several columns
Orders taxed in more than one jurisdiction carry Tax 1, Tax 2 and Tax 3 name and value pairs, which a single SUM on one column misses.
